Probably no real "meaning" as such, they're just an identifier - an
opaque string that's only meaningful as a whole. You can't "translate"
it into anything more meaningul, such as encoded characters.

I'd guess they're a page idetifier for a CMS, which dynamically serves
page content from a database, extracted under this ID string.

You might also see similar strings as session IDs, where the browser
doesn't accept a cookie.
