I have an Indianapolis web development & Internet consulting firm, I
have a client who is interested in pursuing an online congressional
letter writing campaign very similiar to the functionality on

php.

Is there an off-the-shelf product? open source? shareware? for the
functionality?

Someone suggested that this might be a modified petition
script/program.
