I usually consider certs on the resume/CV as a strike against someone,
unless mitigated by clear evidence of actual competence. I know I am not
the only one who thinks that way.

CS degrees seem to correlate much more highly to usefulness than
certifications. Of course, nothing beats someone who can show me a
smoothly-operating web application and walk me through the source code,
but in order to winnow the list down to a few people to take to that
stage, I have to throw out a big pile of MCSEs.
