As others pointed out, please provide the real URL.
A wild guess:
If your page is short (less than one screen) then you will not notice the jump. With a
local link to an anchor at the bottom of the page, your browser only scrolls down as far
as it can, and if the bottom is already visible, there is nowhere to scroll to.
This might be a little surprising at first because local links usu put the anchor at the
top of the viewport... (Because the anchor is usu in the middle of a long page).
Try squeezing your browser window vertically and see what happens...
