How exactly are you linking the document names and descriptions?
If link them purelay on the numerical indexes in both arrays, with one to
one relations, try:

$combined = array_map(null,$files,$desciptions);
foreach($combined as $link){
vprintf('<a href="%s">%s</a>',$link);
}
