Where can I search for, ask for recommendations for open source
applications?

I know about Sourceforge and it's great but unless you are searching
for something with the right, rare term you get I get so many hits
that it's very hard to scan.

Is there any other place to look, or ask ? IMO there should be a
usenet group for oss applications.

Right now I'm thinking of a server-side groupware web app that is sort
of project management. I'd like to post a list of tasks and let
members sign up for one. The app would take an email address and
deadlines. It would let the Boss get status reports and nag each of
the volunteers with due-date emails.

I've never seen application like this. Any pointers ?
