Hi
This is rarely thought to be a good thing to do, although it is done
very frequently.
It's easily accomplished.
Just put target="_blank" in the link tag like so:
<a href="http://www.patrickjames.me.uk" target="_blank">Link Text</a>
The reason people feel it's not a good idea is that it is a nuisance
for when browsing the web to have pages open in new windows. After all
if the person browsing the web wants to open the page in a new window
they can choose to do that themselves.
If it is to be done then I think it is polite to let the person know
that the link will open page in new window.
