$_SERVER['PHP_SELF'] only returns the current dir/scriptname.ext, not
the query string.

You could say:

$preview = (@$_GET['preview']) ? $_GET['preview'] : false;
if($preview){
//Include JS

};

or

if((!$isWPAdmin) xor ($preview)){
//Include JS
};
