bluehost.com is as cheap as any and has php5 up and running (I switched
to them from a longtime host -- ixwebhosting -- that wouldn't install
php5.).

One thing unusual about bluehost is that you can get voice technical
support almost instantly with someone that speaks English with an
American accent.

It also has install routines for dozens of open source and CMS
software. Setting up databases is a snap.

At $6.95/month, it's cheaper than electricity and a lot cheaper than a
fast uploading internet service.

I serve stuff from my computer until I perfect it and then upload to
the web host.

The only drawback that I can see is that you have to pay a small
premium if you want a fixed ip address. Otherwise, they use virtual
hosting, which has not caused me any problem. They provide much more
for the price than most hosts. No need to pay for a "gold" account.
