I think the problem is that you have implied an INNER JOIN but not
provided the linking fields so SQL is getting mightily confused. ;o)
I think you should have something like:
WHERE CASAS.area_id=TOWNS.area_id AND
CASAS.surf='Yes' AND CASAS.active='Yes'
