Writing the forms etc / storage (mysql/files) is easy enough to do with php.
As for the WYSIWYG editor, you're looking for a tool on the client side not
server.
The most popular one these days seems to be:
http://tinymce.moxiecode.com/
Which is super easy to integrate into anything you builld and incredibly
customisable... so you can make your editor as simple or complex as you
like.
