Using fsockopen is not safe for real-life purposes: it may freeze the script for minutes. It's known bug and php has no control over it.

Curl has at least 3 different timeouts:

curl_setopt($ch, CURLOPT_TIMEOUT, TIMEOUT);
curl_setopt($ch, CURLOPT_DNS_CACHE_TIMEOUT, TIMEOUT);
curl_setopt($ch, CURLOPT_CONNECTTIMEOUT, TIMEOUT);

Now you can search documentation for them if you don't understand what do they mean from their names.
