Gave up on IIS back around the end of the last millenia, it was too
platform-centric.

Try XAMPP, it'll load Apache, MySQL & PHP, you should be up & running in
< 10 minutes.

But, if you're completely wedded to M$ for your web server, just
download PHP, it has a 'doze installer.

Check back if you have trouble.
