It's 0, because you are summing strings (which are evaluated 0, since they
are non-numeric) instead of concatenating. Use the concatenation operator .
instead.
Like this:
$outStr.="<option>".$spamArray[$j]."</option>\n";

Thinking or reading the manual helps also.
