Hard to say without knowing the requirements. If it's a large complex
project, you might consider using an existing solution and tweaking it
to your needs:

You might also build on top of an existing CMS like joomla or drupal,
if you need that community functionality.
For a smaller project seems like the tools you've chosen would be
fine. I haven't personally used smarty much though.
