This was my point. I fail to recognize the need for two separate forms.
Of course it's not possible to submit two forms without javascript, all
I'm saying that I do not see the need for having two forms. I see
JavaScript as a possibility make things easier, but bottom line is
always that things have to use without it if you're making a public
application. In intranet it's a different story. I write applications
for both intranet and internet and in the safety of the defined
environment where I can tell our people to use javascripts I do take
advantage of it to the maximum. When writing the pages for public use I
don't have the luxury of knowing the configuration of the client. In
that case everything has got to be robust and failsafe and that means
nothing can rely on javascript.

I think we are on the same page and agree, even though we see things
maybe a little bit differently.

Those are on my naughty-list as well. Being a Linux user I suffer a
great deal of not having a proper Flash support or IE. Some pages just
aren't accessible at all. Then there's usually the friendly link which
tells me where I can download and install IE and/or Flash to my
Microsoft Windows XP which is just damn hilarious. :)

Once I complained to the Coca-cola company of Finland about their
websites being all Flashy and completely unreachble for me, they just
said they're sorry that my computer doesn't meet the requirements
they've set. It's fighting windmills, I suppose, but over the years I've
gotten used to it. It has taught me to try to avoid gizmos and glitter
that require a particular browser/os/plugin/whatever on the site I'm
administrating for a living. Just trying to build a better world, that's
all. :)
