Correct.
Go to
http://kb.mozillazine.org/About:config_entries#Miscellaneous
and look for
image.animation_mode
which can be set in about:config in Mozilla-based browsers. Also Opera
8+ can turn off animated gif via
Tools/Preferences.../Advanced tab/Content/Activate animated gif/svg
