Because you have told it to do things that way by not providing a
doctype.

In fact you are doing about everything wrong that can be concieved of.
Others will no doubt bore you with the extensive list of your errors and
ommissions, but I'm short of time this morning. If this is your idea of
how to design a website you are 100% wrong and you need to start over,
from the beginning.
