I know Mambo the software that Joomla was kind of built out of (when
Mambo was no-longer being worked on, did have a plug-in for a gallery.
It was quite good as well. Joomla should have a similar thing. From
memory members should be able to upload content in Joomla, they could
in Mambo. The thing I don't like about the CMS packages is that they
are hard to customize.
I think that PHP Nuke might be what you want in the pre-fab CMS's
though. Although I did not think a lot of it when I tested it out, it
seamed very low on features and it was not as user friendly as Mambo /
Joomla.
