Wrong question. Are you certain your site's visitor:
A) Has IE
B) Has Windows
C) Has a monitor at 1024 x 768
D) Has the browser maximized
E) Does not have any add-on toolbars
F) Using a computer
G) Using a graphical browser

Design for any resolution then it won't matter.

To answer your question though, take a screen shot an measure it.
