Not to mention that the claim that the "FBI ordered the VA Tech police
to stand down" is bullshit on its face. Homicide is a violation of
*state* law, therefore state law enforcement officials have the superior
jurisdiction. The FBI couldn't order them to do jack squat. If anyone
was doing the ordering, it would have been local law enforcement.
People need to get beyond their Hollywood image of how law enforcement
works.
