I'm not completely sure what you mean by meta-search, but maybe the Google AJAX Search API will help you out:
http://code.google.com/apis/ajaxsearch/

How do you know they are using PHP to do this? Google also has a program that lets you add your banner and (I think) some color scheme to the search results page, and you put a form that submits to it on your page.
