ming_setscale tells how many twips per pixel we want. Default is 20, and
from your post it looked like it's changed somewhere. What does the
following print for you?

ming_setscale(20);
ming_useswfversion(7);
$m=new SWFMovie();
$m->setDimension(123,456);
$m->add(new SWFShape());
$m->save('tmp.swf');
print_r(getimagesize('tmp.swf'));
