Bergamot's view on this is quite sound. I have always thought
that users are as likely or more to get confused by a big menu as
not. For those who want to take some overall view, a site map is
a good way to go and is even quite a useful thing for an author
to make to give an overall view of structure.
There is another way to keep clutter and confusion off the
navigation system: provide a good search site facility. The user
usually does not simply want to see what is on your site without
a question in his or her mind, that is where a search box can
come in handy.
