It is actually possible to edit -- if you study the PHP library that comes
with the database, you should be able to figure out how the files are
structured and then make the changes you need using a hex editor.
MaxMind also provides the same data in CSV format, suitable for loading
into a SQL database. This is even easier to edit.
However, you obviously can't redistribute either as they are both under
MaxMind's copyright.
