Hi,
You can get a perfect copy offline and still dynamic of your entire
website easily with the OutSite-In software (www.outsite-in.com). You
can then run the site form a CD-ROM or a USB drive, you can also
compile it as a setup.exe file to install on your laptop.

I didn't get why you cannot install WAMPP, I suppose that you cannot
freely install applications on your company laptop.
WAMPP is an alternative to run it from your laptop but you have then
to install WAMPP first, then import your file and data, these
operation are a bit technical and have to be done on each computer.
With OutSite-In, the webmaster will compile an offline version of your
website and distribute it easily on a CD or as an easy to install
setup file.
