It is true that no browser adheres to all of the W3C recs, but I do not
agree with your conclusion. Although the browsers are not perfect
implementations, they are still a good approximation of W3C
recommendations, and as each new version is released, they tend to get
closer, not further away.
So although real world browser testing is still a requirement, and likely
will be for many years to come, there is still a lot of value in following
the W3C recs.
