I have not played with Flex a lot, but from what I have read it is
Swish on steroids

Swish is great if you want to have basic animations and a little
functionality (a slide show, splash screen, the kinds of things the
hatter does with it, etc...) But I would never use it to write a true
web based business application. Flex is one step above that where it
is powerful enough to write a real application, and Flash is the king
of them all.
