Um, actually yes I have used it, or at least tried. Perhaps you haven't?

How do I tell it to zoom in 20%, 50%, or as large as possible and still
stay within the confines of the browser viewport? Where are the controls
for anything like that?

Have you ever been forced to read content by panning? It is one of the
worst ways to make someone use a site. Horizontal scrolling on a HTML
page is bad enough, but panning is a lot worse.
