I was able to upload the file to the "users" directory using Dreamweaver.
However, it would not display with
http://www.mydomain.net/users/the_filename.jpg

I also uploaded it to "tmp_photo". It displayed fine with

http://www.mydomain.net/tmp_photo/the_filename.jpg

Both "users" and "tmp_photo" are owned by webmaster and have 777
protections.
