No -- what I think you're talking about is entirely out of site 2's
control. However, by carefully naming the page with the link, you may be
able to trick site 1.

e.g. the page with the link to site1 is called:

http://www.site1.com.site2.com/

That can be done by setting up a few subdomains within site2.com.
