Don't know about Birt, but you might want to have a look at Agata
reports for simple reports, phplens for interactive reports. Of course
you can always run a different program from php ... so ReportLab,
RRDTool, Report Manager and others will work.

For embedded graphs - JPGraph.

One product I've not looked at but which looks very interesting is
Kirix Strata (asuming you can deploy software at the client end).
