Yes.

After a succesfull install you can simply use:
http://localhost/

or from commandline:
php <somescript>

If you are going to play around with files, be sure you understand
filepermission.
PHP runs as a user (of course), often www-data or apache or nobody
(maybe more, I saw only these 3).
