Flash is only cross compatible within the microsoft family, the support of
alternative operating systems are limited and nowadays only the "x86 CPU"
family is supported, which includes that not all versions of an operating
system is supported even if Adobe makes a wrongful claim to support a OS, this
includes microsoft too, no support for Alpha, MIPS or PowerPC versions (yeah,
those are quite ancient nowadays, but keep in mind that there are still people
using ms-dos).

There been a few open source based projects to give some flash support to all
those that Adobe don't want to have flash, but they are quite outdated, as
Adobe ain't the one to share specifications.

If you want to support as many as possible, then use plain HTML, or Java (not
JavaScript/jscript), as Sun has made Java free, so there is a more likelihood
that you see Java than Flash to a smaller OS.

But of course those who can't type / in a path name, but has to use \, they
don't understand importance of making things as general as possible, so that
people can have their freedom to choose instead of making a thief richer.
