a necessary evil, i suppose. will rogers once reminded, 'be glad you're not
getting all of the government you're paying for.' i think i'll leave it at
that. ;^)
(it's obvious by now that we're both in favor of smaller governance)

right. but, i think that has more to do with a sense of direction and
purpose. when you exist to do what you're told, you probably have a very
good feel for the scope and consequence of doing your job. the higher up you
get, the more muddled it becomes...you then get to decide what the scope is
and your consideration of consequence is not limited to your personal
effectiveness, rather, the outcome of your directives - so in essence, was
your 'policy' or 'campaign' a good one. to be particulary harsh on the upper
eschillon of the military is perhaps unwarranted, as they are ultimately
enacting the policies of someone else and are not always allowed to solve
problems in a rational way. your point is not lost on me, however.
