Yup - that's what the Bush White House did with the ongoing email
investigation.

During Libby's trial, it came out that the Republican party was hosting
several obscure email domain for the White House.
The Bush Administration then used those networks to do government business
that they wanted to keep off-the-books.

Unfortunately, like most Republican issues - it was short-sighted,
egotistical and ignored the *human* factor.
It was short-sighted because, by using just a couple of domains, over time
they went from obscurity to popularity.
It was egotistical because they thought they would never make a mistake.
And it ignored the human factor because they never considered that their IT
people would be somewhat honest.
