I'm assuming you mean how to link to a specific frame...
In the frame setup:
<frame name="thisismytarget" ...>
In the link tag (from another frame):
<a target="thisismytarget" href="otherpage.html" ...>
However, I recommend you avoid using frames whenever possible.
