Yes, you are correct - there is a variable, but it is set to a string
representing a path.

Here is the big picture. I'm rewriting portions of a website to use php. So
far I've been editing files locally, ftped them over to a remote server and
tested them there. In order to simplify the process, I installed apache and
php locally so I can test the website without having to transfer files. Now
the same pages that were on the server and worked fine there, give these
errors messages about not finding files when installed locally.
