I am using Eclipse/SDK (www.eclipse.org) with the Php Elicpse Pluging
(www.phpeclipse.de). You can also get Perl, C/C++ and other languages
to plugin.

There is also a visual database development tool that will generate SQL
statements for your database design. Haven't used it much, but it works
for what I am doing. You can find it at
http://www.azzurri.jp/en/software/clay/. There are others, but I got
this one to work for me.

BTW, its all free.
