No they're not. They're a server-side presentation of apparent state,
one way of implementing this being by use of cookies.
If you try to use sessions under PHP and cookies are disabled, then the
server (quite reasonably) falls back to dropping a magic ID into the
URLs instead. No cookies at all, but you still get sessions.
