Is this (with lowercase "html")
<!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
"http://www.w3.org/TR/html4/loose.dtd">

the same as (with uppercase "HTML"):
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
"http://www.w3.org/TR/html4/loose.dtd">

Are both technically valid and do both (technically) mean the same thing? I
would like to know on a technical web standards level.
