You don't intend to learn write constructively, do you? You are babbling

If you don't know that character standards matter in form data processing,
you have insufficient prerequisites on understanding what we are talking
about, not to mention making any useful comment on it.

The original poster did not say a word about CGI, and there has been no
other reference to CGI later. Whether CGI programming is relevant to the
question at all is completely unknown.

The original poster hasn't bothered telling what the real problem is, so I
guess it wasn't anything important.
