no.

a cache_groupd is a groups of *pages*, and not a group of templates.
you don't cache a template, you cache output (which may consists of
multiple templates when {include} is in use).
you't don't want to clear templates with clear_cache(), you want to
clear pages.

it that would not work as *you* seem to expect, yes.
