Also with IE? When I test with IE to a Unix environment, I can see the
fancy page generated by IE just fine.

When you saw this page, while using another browser then IE, you
probably didn't use Apache on Windows, but IIS or something similar.
In this case, all you can do is make your own 404 page, as you've might
have guessed.
