1.) Smarty comes in a .tar.gz archive. Just upload (via FTP, SFTP or
SSH - get WinSCP), untar (using PuTTY) and then define SMARTYDIR to
be the path to your smarty install.
2.) Use SFTP or SCP (again, WinSCP) and then log into your host with
PuTTY (SSH) to do the rest if you have shell access.
