Any host that supports PHP should be able to run Smarty, seeing as it is
just a bunch of PHP scripts at the end of the day. A host that has a
global up to date copy of Smarty would be useful probably but that's
about all I can think of.

As for the rest of your criteria, it's all rather subjective, especially
what you class as affordable. I know quite a few people who use
freedom2operate - http://f2o.org/ who should be able to offer what you
want.
