I wouldn't bother!! I've spent years in ColdFusion and PHP doing just
that. There's no such thing as a *simple* CMS.

Do a Google for Joomla, Mambio, Geeklog, Drupal (to name but a few)
.... there's no point re-inventing the wheel. Their shortcomings are
the usual ones - of shoe-horning your project into a catch-all
template driven system - but they're surprisingly good at what they
do.
