On US QWERTY keyboards, the tilde is in the top lefthand corner, above the
tab. On UK QWERTY keyboards, it's near the Enter key and is typed as Shift+#.
There are several other keys that are different on US keyboards, making
Perl especially tricky. @ and " are swapped around. The # is shift+3,
whereas on UK keyboards there's a proper # key (no shift required).
