Well to start.. you are not actually going one dir up, you are staying

in the same dir.

.../ means 1 up
../ means this dir

So try this:

mkdir('../members_pics/'. $subscr_id . '/', 0700);

I've adjusted the quoting a bit to make it more readable (IMHO).
