Are you sure you are using all of the correct headers?

header('Pragma: no-cache');
header("Cache-Control: must-revalidate, post-check=0, pre-check=0");
header("Cache-Control: private",false);
header("Expires: Mon, 26 Jul 1997 05:00:00 GMT");
